Non-Revenue Water Programme

KIMWASCO currently reports Non-Revenue Water at 41%. The main causes identified are water theft through illegal connections, defective meters, pipe bursts and leakages.

A dedicated Non-Revenue Water Unit has been established with a target to reduce NRW to 20% within 3 years. The programme includes heavy penalties for illegal connections, meter replacement after 5 years of use, tighter quality control for meters and pipeline materials, closer regulation of private plumbers, closer supervision of in-house plumbers and meter readers, prompt repair of leaks and bursts, and replacement of old or dilapidated pipelines.

Energy Cost Management

Kiambere Treatment Works is a pumped system. KIMWASCO reports an average electricity bill of about KES 3.5 million per month, roughly equal to average monthly water sales revenue, which means electricity can consume the entire revenue base and leave other operation and maintenance costs dependent on County Government subsidy.

Mitigation work includes lobbying KPLC for subsidized tariffs for pumped water systems, installing solar panels at Kiambere Treatment Plant, and adopting energy-saving operational methods.

Benchmarking Opportunity

WASREB IMPACT Report scorecards track water service providers across indicators such as coverage, water quality, hours of supply, metering, staff productivity, revenue collection, NRW, personnel expenditure and operation and maintenance cost coverage. KIMWASCO should publish its most recent scorecard once the client supplies the verified figures.
